The draft State Budget for 2027 provides for an 8.7% increase in revenues to UAH 5.6 trillion and a 13.5% increase in expenditures to UAH 7.3 trillion. The need for international assistance is estimated at $52.6 billion.

Ukrinform reports this, citing the Ministry of Finance.

“Revenues in the draft State Budget for 2027 are projected at UAH 5 trillion 648 billion, which is UAH 452.1 billion, or 8.7%, more than the revised 2026 plan. In 2027, total expenditures under the draft State Budget will amount to UAH 7 trillion 272 billion, which is UAH 864.9 billion, or 13.5%, more than the revised 2026 plan,” the statement says.

At the same time, the need for international support in 2027 will amount to $52.6 billion. The government plans to raise funds from the European Union, G7 countries under the ERA financing mechanism, the International Monetary Fund, the World Bank, the United Kingdom, and other international partners.

The priorities of Ukraine’s 2027 draft State Budget are as follows:

Defense and security – UAH 4 trillion 885 billion, or 43.8% of GDP (+UAH 517.9 billion, or +11.9% compared with the revised 2026 plan).

Support for the economy and businesses – UAH 96 billion (+UAH 45.7 billion compared with the revised 2026 plan).

For war-risk insurance for businesses and other financial support, UAH 58.7 billion is allocated. One possible source of funding is an increase in the standard rate by 1 percentage point, from 20% to 21%.

Separately, UAH 8.3 billion is planned for protecting fuel-sector enterprises against such risks, financed through a possible increase in the excise duty on fuel.

Veterans policy – UAH 20.5 billion (+UAH 3 billion compared with the revised 2026 plan).

Social benefits and measures of the Ministry of Social Policy – UAH 540.3 billion (+UAH 72.6 billion compared with the revised 2026 plan).

Social funds expenditures – UAH 1 trillion 311.4 billion (+UAH 218.2 billion compared with the revised 2026 plan).

Support for internally displaced persons – UAH 83.2 billion (+UAH 11.6 billion compared with the revised 2026 plan).

Education – UAH 328.5 billion (+UAH 50.8 billion compared with the revised 2026 plan).

Healthcare – UAH 292.5 billion (+UAH 35 billion compared with the revised 2026 plan).

Sports and youth – UAH 6.85 billion (+UAH 0.98 billion compared with the revised 2026 plan).

Housing policy – UAH 84.9 billion (+UAH 38.3 billion compared with the revised 2026 plan).

Support for agricultural producers – UAH 7.4 billion. The funds will be used, in particular, to provide financial support to agricultural producers and farmers, humanitarian demining, grants for the agricultural sector, land reclamation, and the relocation of agricultural producers.

A total of UAH 116 billion is allocated for public investment projects and programs in 2027 (+UAH 3.9 billion). Of this amount, UAH 76.4 billion will come from funds raised from international financial organizations and the governments of other countries.

Support for regions and communities – UAH 133.6 billion (+UAH 42.2 billion compared with the revised 2026 plan).

The total resources of local budgets in 2027 will amount to UAH 1 trillion 34.5 billion (+UAH 123.9 billion, or 13.6%, compared with the revised 2026 plan).

Another innovation in the 2027 draft State Budget is the planned partial (25%) restoration of the State Road Fund, with UAH 52.8 billion allocated for this purpose.

In addition, UAH 18.2 billion will be allocated to compensate for tariff differences as part of support for regions and communities.

Starting in 2027, UAH 61.5 million is allocated to support the Plast scouting movement.

As previously reported by Ukrinform, the government approved and, within the deadline prescribed by law, submitted the draft State Budget for 2027 to the Verkhovna Rada.

President Volodymyr Zelensky urged lawmakers to support seven bills that Parliament plans to consider this week and that are necessary to cover the 2026 budget gap.
