The press service of the Luhansk regional military administration reported this on Telegram.
"We can state that the offensive has already begun," the statement said.
According to the statement, Russian troops entered Kreminna. Street fighting broke out there, and evacuation is impossible.
Residents of Rubizhne, Lysychansk, Sievierodonetsk, the Hirske community, and Popasna will be evacuated.
