Ukraine’s car imports up 17% in 2025 – Opendatabot

In 2025, Ukraine imported 17% more cars than the previous year, with the majority being used vehicles.

This is according to data from the Ministry of Internal Affairs cited by Opendatabot, Ukrinform reports.

“Last year, 444,860 vehicles were imported into Ukraine. This is 17% more than in 2024, but still one-third less than in 2021,” the report stated.

Analysts noted that Ukraine remains a market dominated by used cars, which accounted for more than 70% of imports in 2025. The average age of imported vehicles was nine years, compared to 11 years in 2021.

One in four vehicles imported last year was battery-powered, totaling 109,309 units. Analysts link the strong demand for EVs to the planned reinstatement of import taxes in 2026. Nevertheless, gasoline-powered cars remained the leader, with 195,059 units imported. Of 504 luxury cars subject to the luxury tax, half were electric.

Volkswagen was the most popular brand, preferred by buyers in 20 regions, while the Tesla Model Y became the most imported car of the year.

Nearly one in five imported vehicles was registered in Kyiv (80,425 units). Lviv region ranked second with 51,730 cars, followed by Kyiv region (28,179), Dnipropetrovsk region (26,311), and Rivne region (23,608).

As reported, 81,300 new passenger cars were sold in Ukraine in 2025 — the highest figure since the start of the full-scale invasion.
